In recent years, the policy on forced return of third-country nationals has become an important element of the management of migration processes within the EU, and the Member States are encouraged to establish an effective monitoring system at national level. The aim of this publication is to support the establishment of such a system in Bulgaria by proposing Standards for Monitoring the implementation of forced-return operations.  The Standards are intended to inform and guide independent monitors of operations involving the forced return of third-country nationals carried out by the Migration Directorate (MD) of the Ministry of Interior (MoI) of the Republic of Bulgaria.
