Ninth Annual Anticorruption Policy Forum
On 23 April 2007 the Center for the Study of Democracy held the Ninth Annual Anticorruption Policy Forum. The Forum is a high profile public event for anti-corruption initiatives, supporting the efforts of civil society and public institutions in the fight against corruption. The eighth consecutive Corruption Assessment Report, entitled “Anti-Corruption Reforms in Bulgaria: Key Results and Risks” was presented and discussed by the participants. The report presents an overview of anti-corruption reforms in Bulgaria in 2006 and 2007. more »
 
Monitoring of Anti-Corruption Reforms
The assessment of the effectiveness of anticorruption policies and trends in the spread of corruption is a key element of the Strategy for Transparent Governance and Counteraction of Corruption for the period 2006-2008. The Bulgarian Government’s 2006 Program for the implementation of this Strategy envisions the development of a system of indicators to monitor progress and actual impact. The System of Indicators was developed by the Center for the Study of Democracy based on the best European and world practices and draws on the experience gained in Bulgaria in the period between 1997 and 2006 from the implementation of the Corruption Monitoring System within the Coalition 2000 anticorruption initiative. more »
 
Third National Innovation Forum
On 19 December 2006 the Center for the Study of Democracy organized jointly with the Applied Research and Communications Fund the Third National Innovation Forum. The forum discussed the annual Bulgarian innovation performance assessment report Innovation.bg 2007: Bulgaria’s Innovation System in the EU. The report concludes that the Bulgarian national innovation policy and the financial instruments for its implementation in the period 2007 – 2013 will shape the long-term structure and competitiveness of the Bulgarian economy. The report finds lack of coherence and coordination in the government’s innovation policy, which might delay Bulgaria’s transition to higher value-added, high-technology production and leave the country outside the most dynamic global sectors. more »
 
A Painful Shift in Bulgarian Anti-Corruption Policies and Practice
The most important shift in Bulgaria’s anti-corruption policies in recent months is the move from “soft” (awareness-raising) campaigns to “hard” (prevention and sanctions oriented) measures with immediate anti-corruption effects. Taken together these recent developments create a tipping point for countering political corruption, a critical mass of action to guarantee that Bulgaria moves to a new equilibrium of lower political and administrative corruption. more »
 
Bulgaria’s Competitiveness
With the partnership of the Center for the Study of Democracy this year Bulgaria was included for the first time in the world's oldest and most comprehensive annual report on competitiveness. The World Competitiveness Yearbook 2006 is issued since 1989 by the Swiss think-tank IMD (International Institute for Management Development). The report analyzes how the environment in 61 selected economies creates and sustains the competitiveness of enterprises. It places Bulgaria 47th among 61 leading economies, ahead of Italy, Romania, Poland and Croatia. more »
 
Eighth Annual Anticorruption Policy Forum
The Eighth Anticorruption Policy Forum took place on 21 March 2006 at the Boyana Conference Center. The Forum, organized annually, is a high profile public event for anti-corruption initiatives, supporting the efforts of the civil society and public institutions in the fight against corruption. The next issue of the annual Corruption Assessment Report, entitled On the Eve of EU Accession: Anti-Corruption Reforms in Bulgaria was presented during the event. more »
 
New Anti-corruption Strategy Adopted
Anti-corruption reforms in Bulgaria are expected to receive a new impetus following the adoption in January 2006 of a new government strategy in this field and a new government body to oversee its implementation. A first draft of the strategy was rushed through the expert level at the end of 2005 in order to meet commitments made to the EU but had so many flaws that it was scrapped altogether. more »
